I'm trying to get a technique to draw a similar background as the one below:

I'd like to reproduce the bars in a gradient. I tried several things on Illustrator and Photoshop but didn'n manage to get something interesting.
Would someone know how? Thx

I don't know if this helps but it looks like there is one layer for the bars, one layer for the dots, and one layer for the orange gradient. I have seen the bars featured as backgrounds for some anime work. So maybe you can find an anime/manga book with that design, scan it in at high resolution and then manipulate the colors in Photoshop.

maybe get the circle tool, and make a brush out of it.

and for the lines going towards the center, i know i saw that somewhere...... it was a tutorial on good tutorials.com and it inolved the gradient tool. i never tried it out though.
