How many times do people have to ask this? Do a little browsing around and you'll see it 's already answered all over the place.
Use tables with the the width fixed and the height left blank for it to stretch downward only.
Looking at the way you have it sliced, I wouldn't have sliced it the way you did, I would have made the header the full width of the table, and the footer the full width of the table.
Then made a table with 3 rows, 1 coloumn. In the first row, insert your header image.
Leave the second empty for now.
In row 3 insert your footer image.
In the second one, set the background image to the background of the layout and then put in all your other tables in there. To make them stretch downward, set the width and leave the height blank, to wake them stretch to the right, leave the width blank and set a height.
It's not the only way to do it, but I find it more simple.
