Wow, there are so many free PHP hosts out there it's not funny. But generally are crazy slow and are a waste of time. Anyways, most Blog engines come with a template backend, so just make the template with your favourite engine, and presto!

Go to the website of the blog you'd like to use, and learn how to use their template system. Most people use TPL files and little tags you put into your HTML. It shouldn't be difficult for you seeing as you know HTML. But go to the website of the Blog you're going to use and read theirs docs.

I use WordPress Strahorn (1.5) and it's quite easily customizable.
Go to www.wordpress.com and then to it's wiki support pages. Look for the template tags, then just add these into you're HTML document. Also look up the "Loop"
Then save the HTML page with a .php extension.

Syndrome a better explanation is this:
Say WordPress said "Welcome back Syndrome!" after you logged in.
WordPress would give you a tag to do this, and wherever you wanted your welcome message to appear you'd put that tag.
