This is for Fireworks 8, it may be accomplishable with lower versions, and/or photoshop, I do not know.
So, let's begin.
1. Create a new image. Ctrl + N or File > New. It doesn't matter what size, mine is going to be 400x400.
2. Insert whatever image/text/something you want to make lego'ed.
3. Flatten your image, if you have not yet done so. Ctrl + Alt + Shift + Z, or Right Click > Flatten Selection.
4. Create a rectangle big enough to cover all of your image. Fill it black. No border.
5. Set the Texture to "dots-small 2" amount 100%
6. On your rectangle add the following filters.
- Adjust Color > Invert
- Other > Convert to Alpha

7. Flatten your rectangle.
8. Cut your rectangle Ctrl + X or Right Click > Edit > Cut.
9. Select your image, the go to Right Click > Edit > Paste as mask.
You may not be able to see anything at this point, but don't worry.
10. - If you can see it just fine, skip down to the next step.
In the layers panel, select the mask of the image, and set the Mask: to "Alpha Channel"
11. You may flatten the image here, but it is not required.
Select your image and add this filter.
Shadow and Glow > Inner Shadow, Distance: 2, Opacity: 57% (this is what looks best to me, you may change it to your likings), Softness: 0, and Angle: 315
12. If you want, and if you still have your begining image, you can paste it behind your lego image for a more lego brick type effect.
