well it really depends on the person and how well you catch on to stuff, CSS isnt that hard to learn and I would say...maybe a month or two to get a good idea of CSS and start creating stuff, maybe even sooner. Really it just depends on the person.

If you've got a good grasp of HTML, then CSS shouldn't be that hard to pick up. But you'll need to be aware of a few things when you're working on it.
1. Never preview a CSS layout in ANYTHING but an actual browser (IE, FireFox, etc...)
2. Make sure you view it in at least IE and Firefox to make sure things are correct in both (you'll find out more about why as you learn CSS).
3. Before you ask why your CSS isn't working, make sure it validates http://jigsaw.w3.org/css-validator/
If you understand that, you should be good, and depending on how much time you're spending on this, you should be able to pick it up in about a month.
p.s. Personally, i learnt the basics of CSS through Dreamweavers automatic CSS thing... but it doesn't know everything, and there are always better ways to learn CSS then the way i did.
