how do u make a sig glow like this?

i dont know the person who created it i was browsin a site and was like cool i like how that looks so i decided to come to the place that i thought would be helpful

there is one way that might work but dont over do it like I did or everyone will hate the colors

this was on a tutorial but I forget the link, anyways

goto

Filter > blur > gaussian blur

and set it to about 2-3 your choice

then goto edit > edit Gaussian blur

mess around with those settings and you might be able to come up with something like that.

What 13lue mage sed but then mayeb put a red and ornage colour balance over the thing to balance the colours and give it a shine.
