They are "tech brushes".
I've seen those concrete brushes before, probably here (last set of first page)

or if you want to create them yourself, break open the pencil tool and start making shapes and lines.

and then go edit define brush set if you want to keep it asd a brush if you put it on a new blank transparent canvas
