How can I achieve this effect?

I've been wondering, for the past month or two, how it is possible to achieve this effect: (view attachment). I've tried to manually place the circles but the transformation tool ruins the circle, and obviously I can't get the circles in a circlular path, so does anyone know a way to do this effect without ruining the circles and putting them in a circular path?

create a giant circle first (as an outline)

then create the circles and use the transform tool. but hold shift when you try to resize the circles so it stays as a perfect circle.

your method kept ruining the circles but i finally got the placement right, thanks for the quick reply though.

If you hold shift while using free transform and you drag the corner it will not "ruin" the circle.
