Post them in the appropriate tutorial forum for whichever program you are writing the tutorial for.

austen, I think he wants to know how to start writing a tutorial, not where to post it.
Bassman, go through one or two twodded tutorials to see what needs to be written on it, and don't forget what target-group you're aiming for

If you mean picture tutorial... then you could post in tutorial request.
Otherwise... you could start like ' This tutorial is going to show you how to make a abstract sig in 7 simple steps... etc or somewthig on the lines of that.
This should be in general help too.
