how do you make texts opcacity really low so the text is like nearly see threw but also the txt has lines around it which isnt see through

EAsy.. here
1. Do your text in the colour you want
2. go LAyer > layer style > blending options
3. put fill opacity to 10% or something
4. click STROKE - and that will be 100%

If you're using CS simply highlight your layer and the opacity slider is at the top of the layers window. Drag it left.

But still, the stroke has to be added.. works both ways i guess.
