im gonna guess random art with the pencil tool!

but if your asking how to create a pattern in general, just create a new image with an image(the pattern) on it and click image - define pattern. then open a new image with a bigger size and click edit - fill. and in the drop down menu choose patterns, and then choose the pattern you created.

there is actually a texture maker that does patterns for you. or if you want unlimited fun, get photoshop, and make it exactly how coolaid said. if you dont like that way, you can use any other way you like :)(such as making a custom shape, cutting out random pieces with the pen tool, and working it from there.)

I do them in psp, 10 sec filter effect you can use with fonts, dingbats or just filling pixels, its old and apart from P2L there will be other tuts out there on this as its been around for many many yrs.

think up what you want it to look like, and trial and error with a tiled bg. Or just random pencil art. Either way, trial and error until u get somthing u like.

Maybe find a simple pattern on net, paste it onto transparent photoshop document and magic wand it and then define pattern... that should work.
