you can use flash by loading a movieclip when the next button is hit.
or you can just create a website with buttons linking to the next page which is loaded in a frame or something like that.

its not a graphics tutorial, its a tutorial on how to make a layout for a website, so anything from notepad to dreamweaver...

I thought there may be some special program to make it, because I have seen the same tutorial layout for a mambo tutorial.

I think it is javascript because look at the link when you click it, Its a nice tutorial too!
