Photoshop has brushes that make the sparkley things.
Set your photoshop background to black. Create a new layer and on this new layer - in white - use the "star" brush - or whatever it is - to create the shape. Give it a transparency (about 75%). Delete the background layer so the ONLY layer is the white star shape with a transparent background (you won't see the star much).
Save it for the web AS A GIF. It must be saved as a gif to come in transparent. Then, just import it into flash and set it up on the timeline and you're good to go.
This is how I would do it anyway.
Anything else?
