I need to know how to turn a photo into an image that looks like its been taken from a TV screen. I need this info really fast. Anyone knows a good tut?

Find a TV Snow image on Google, then overlay it with al ow opacity. This will give you the low quality you arel ooking for. THen try adding different sized scan lines. This is just off the top of my head so it probably won't look that great.
