yo guys pimp site helps alot i learned soo much! but 1 thing i seen i liked you guyz didnt have a tutorial for it and i was wondering if u could help me cuz all i need is this code and my profile site will be done

see how it shows the tutorials in the middle of the page and when u put ur mouse over it it changes the color and puts a 1 pixel border around it.
how do u do that to with tables? code/were it goes etc.
