Does anyone know of a site where I can get the best setting for render to Quicktime for the web? Everytime I try the file sizes are too big.

quicktimes are usually bigger then the rest, why don't you try a windows media file for example?
there is no bestpractice for quicktime, everything depends on framesize, audio rate you wish and motion.
Most videos I encode are all 700kbits video and 64kbits audio on a frame size of max 352x288(mpeg1 standard frame sizePAL)
if you use mpeg4 you can play around with the settings but you will always have a "big" file.
One other alternative would be to encode it to an .flv file create an flash player and play it there..

I've found that Windows Media is a good codec to use, it's fairly fast and has a good compression:quality ratio

what about apple users won't they be left out if I use WMV? I'm a windows user myself but I don't want to lose that 10% margin.

As far as I know there is also a windows media player for mac..
Maybe have a look at the solution I mentioned before with flash video.
