here goes nothing, just try this: (scanline renderer):
1. create > lights > standard lights > target spotlight
2. position it like the beam comes out the headlight of the car
3. open modify panel > spotlight parameters hotspot value to 20 and falloff to 25
4. in atmospheres and effects rollout: click add button, select volume light from the dialogue box that appears and click ok
5. select the volume light effect in the list within the atmosphrere and effect rollout and click the setup button
6. set the density to 100 (i would experiment with this one if i were you)
7. then just shift click to make a copy for the other headlights.
(tutorial from 3ds max bible)
