hi i want to achieve the same result on this picture i found:



i know the character is on this manga called "Tenjou Tenge":
here is the original scan


ive been searching for a tutorial to help get the same kind of result, well anything close to it. You can see that the above picture has a nice crisp and illuminated kind of colour addition, i think gaussian blur was involved.
Can sum tell me or point me to a similar tutorial that may give such results?

There are a few ways to get a nice soft glow to a picture like that.

One way (and I believe the most popular) is to, like you said, use Gaussian Blur to the point where it's blurry, but not like a big ugly blob, for that picture try around 3 - 5. Then go to Edit » Fade... (Shift+Ctrl+F) and change the value to whatever makes the image look good. I don't know if that's exactly what you were looking for but I hope it helped.
