I was wondering if anyone knows how to change the region encoding on a PC DVD Player from region encoding-1 to region encoding-2..

On mine I can do it from the Device Manager in the Control Panel... you can only change it three times I believe.

Okay, well I will probably leave it encoding 2 anyways so doesnt matter
