I currently have Photoshop Elements.

I am in serious need to know a few things here

1. How to create banners such as the ones found at bannersmall.com
2. Where can I get free quality graphics (again, stuff they use on their banners)?

Chceck the resources and artwork file sharing for graphic stuff.
As for how to make them - if u need a tutorial, then look around the site.

You can check the Website Banners and Images tutorials for Adobe Photoshop. I think you'll be able to follow most of those tutorials with Photoshop Elements.
