Did you just apply cutout filter to a picture?

I can see what you mean Bryn, but the blocks of colours look too crisp to be cutout filter.
Although the funky colours of the mountains does make what you say seem correct.

he just used autotrace in illustrator dont know what you want to comment us on, but this is no work at all.
