I would like to acheive the scratch and lines effect in the following image. How would I do that or where can I find a tutorial on how to do that? I would like to do it in PS CS2

I think they just used scratch brushes. Look in this site for scratch brushes

hi... this is the brush as same as in your image and I really love this brush..... Enjoy

note: when u upload this file, put the extention ( .abr ) so it will be ( Heavy.abr ) not only ( Heavy )
