-Make a new Document 400x400 pixels
-Make your background black by using the paint-bucket tool.
-Set your brush settings to the following settings:
Brush Size: 50
Mode: Normal
Opacity: 100
Flow: 100
-Now, choose a "spongey" looking brush.
-Make a new layer
-Go around with the brush using single clicks of "paint". [Make sure that the "paint sploches" are close together, but there is space between them]
-Smudge the "paint sploches" out of the center, so the "paint" comes out of the shape. And make it look like you want it to look.
-Change the color of the "firework" to the color you want by pressing: "CTRL+U".
I chose green.
-Now, go up to FILTER>RENDER>LENS FLARE; place the lens flare in the center of the firework.
-Go to LAYER>AJUSTMENT LAYER>BRIGHTNESS/CONTRAST
-Now, chage the settings to the following:
Brightness: 0
Contrast: 65

- Do the steps numerous times to get as many fireworks as you want.

If you want, you can show your final to see if I explained well. :P
