Surely you mean the "flashing light" effect, like this (here it is a color change variant):

1. You make your object (or type), then you make sure you select it and you save the selection.
2. You deselect everything, make a new layer and make a rectangular selection (not to big). Give it a bright color and change the layer mode in overlay.
3. While still on new layer (above your object), load your selection and click on the make new mask icon in the layers palette.
4. click on the chain between you layer thumb and the mask thumb, that way they arent connected anymore.
5. In image ready make a animation and in each frame move the layer (with the rectangle) a bit to the right... (ctrl+T and then move with move tool). The mask shouldnt move!.
