playing with the blend options usually help. ^_~

its a little more then that im afraid to get it right.
Among others i see 4-5 filters, desaturation, a few brushes, the history brush to color back in etc...
So i am afraid that ppl here wont be able to give you an exact tut on this. However maybe if someone has the time we can try to simulate it a bit. We'll see.
I could maybe look it up, but problem is i have been hooked on a game and that consumes most of my time

the background was copy pasted on.
the dude was just filtered out. (filter - artistic - chrome maybe..)
