How to tell if you have a true vector image

Hello-

Is there anyway I can tell if an image is true vector?

I have some images that are .eps extensions but when I send them to my printer she says they are not true vector images and wants to charge me an additional art fee. The person who created the images for me assures me that they are true vector. I do not know how to determine which is correct. Is there anyway I can determine if an image is true vector?

I believe vectors are based of mathemitical equations, and each images is a series of dots in a "vector" equation or something. SO I believe that its not possible to get gradients in a vector except to make the images really small to appear as a gradient, also I think vectors you can stretch the image and it still be in good quality.

This may be wrong but Im just going by what my teacher told me about the math part, and the stretching part is my own assumption since most vectors I have saved I was able to stretch it and still be high quality...while normal images I couldnt without trouble.
