how come some of my filters are greyed out such as: lens flare. and what do i have to do to use them?

Its because your image is set to Grayscale, goto Image > Mode and choose a mode you need with color...

Even worse,
some filters are made for RGB-mode,
so if you are in CYMK mode they wont work either.
