I know something bout Illustrator, but i have no idea what your talking bout... 
1. If you mean to convert a dashed line into a normal one --> just go to "stroke" palette and uncheck "dashed".
2. If you mean that you want to close the path: select the line, take the pentool, click on the last point of the line (when you come near it you will see that the pentool changes a little from pen with cross to pen with slash) click any amount of points to add to your object and just be sure at the end to click on the first point of the line (again comming near that point your cursor will change from pen with nothing to pen with o). Then you have a closed shape.
If it is something else you mean i suggest to explain further, pref with a screenshot.

Yeah, when you ask for help, you may wish to explain yourself a little more, and screenshots are the best way to do that.

k, with the example given i tried out and understand what your problem is.
Indeed, when you "outline stroke" a path, he disregards the dashes, so you get a rectangle as a result. Nothing you can do bout that unfortenately.
But what you could do is just make your first rectangle, copy it, and place the copy to be your last rectangle. Then blend the two in a few specified steps.
As a result you have a serie of rectangles.

It won't work with Outlining the dashed stoke but it could be done differently:
1. Create small object the same shape as an element of dashed line, for example circle (fill color black, no stoke).
2. Keep this circle selected; go to Brush Palette>New Brush>Scatter Brush and make these settings:
- name [Dashed line]
- size 100%
- spacing 150%
- scatter 100%
- rotation 0 degree and relative to Path
- colorization Hue Shift
CliK OK
3. Select line or object that you wish to apply dashed line and apply your Dashed line from Brush Palette
4. Play a little bit with Stroke Weight and Brush settings
5. To outline this new stoke, you just have to delete the Dashed line Brush. "Delete Brush Alert" window will come up asking Expand or Remove Stroke. Select "Expand Stroke"!
PS: 5 cents tip: Do duplicates before deleting brushes and expanding strokes ;-)
