Banner effect?

Alright, I searched for tuts about this, but there probably isn't one due to how simple it might be.

I'm not dumb by my standards in ps, but I can't seem to figure out how to get this banner effect.

To be more specific, I'm talking about the diag. banner. Any help would be appreciated. Sorry if it's noob ;)

Its not noobish,
After you made the banner in white, with layer effects give it a shadow (lower the opacity from 75% to 40/50% r something, use a very dark blue color instead of black, and change the setting from multiply to normal).
Then in the layer effects, give it a light blue border/stoke of 1/2 pixels.
Then instead of lowering the opacity, lower the "fill" option in the layer palette, that way the shadow wont disappear.
Then put your text on it and rotae the text.

Thats bout it i guess.
