Well my paardenbiefstukje (sry dont like cotteletten :D)
I could act like i am a professional, but since most of the ppl here know i am NOT, i'll just tell your a secret:

1. copy the gif file
2. paste it somewhere in a folder
2. open photoshop and click "new" and click ok, he will automaticly open a file of 100 x 100 pixels
4. click on "jump into imageready"
5. goto file > open and open the gif-file.
6. if you do that you"ll see in your animation paletten that the gif was made out of 8 frames and thus out of 8 layers in photoshop
7. if you jump back to photoshop you can view each layer seperately and you'll see it wasnt that difficult to make

You got Illustrator?
If you do, make the line (|_ f.ex.) and then go to the stroke palette, then check the dashed option and choose a dash length smaller then your stroke width. Then also click on the rounded caps option in that same palette. Now you should have round dots instead of full line.
The distance of the dots is controlled by the second number you fill in.
After that you can give it the color gradient you want.

If you dont have Illustrator, erm... actually i dont know
