I know alot of tutorials out there that explain how to make a smudge, but I think this one is pretty cool. A friend at my site showed this, and asked to submit it here, as he couldn't because he didn't have the time due to school.

Actually the outcome is just a tad more interesting then the others i read, more "comic book feeling".
I definitely gonna try this tut out sometime next week.

it wasdnt at all what i was trying to do.
I had a few problems trying to do exacly what you said.
But here goes nothing, this is what i got, with a little tweeking:
