ok i recently lost this tool and i had to reinstall to get it back im a newb to 3dsm but i know theres a way to get it back because when u scale with out it u cant scale down or up the xyz axis so the whole object just scales down on all axis also rotatings hard without it too so if anyone can please tell me how to turn it back on if this ever happens again tell me

Most 3d programs have an option to 'Reset Interface' or 'Reset Layout' or 'Reset Toolbars', you get the idea. See if it has something like that.

it does but when it happened i tried everything i could press and it never came back

try pressing 'X' if you lost the axes handler in your viewport.
axes restriction selection is in default UI if you lost that, you can simple load the UI again if you want and it will be there again for sure.

never had that problem, but in 3ds 3, you tabbed for axes restriction.
