Ok I take it that its 3D 
Now how would I go about taking an image and making it 3D like that ?? Do I need a 3D program and if so which one ?? Thanx for the help.

you cant just grab an image a make it 3d, you will have to model it from scrath which requires a whole lot of experience and moddeling skills and 3d modelling software.
