If you mean what program do they use to code the games, there is no set one. They actualy write the code that makes everything, it's not just a drag and drop kinda thing, although there are programs like that. For a free cool coder, check out visual studio epxress. Depending on your coding language they have c++, c#, basic, and some others. They are all free as long as it's the express edition.

To design them, they use various programs such as photoshop, and many 3d programs, mainly 3d studio max but they are also many others such ash cinema4d, bryce3d, maya, lightwave, and a free one, blender3d. But they don't really use blender, atleast not to my knowledge.

Since, long time ago i tried to make something (to no avail, i am afraid) in UT (unreal tournament)...
For unreal tournament:
the coding i am not sure, usually, most of the time they are just copies from the ingame code, but yes, if altered it would be in the programs that jbog mentioned.
The meshes are usually made in Maya, and sparingly also in 3DSMax.
The tectures ussually in photoshop, since this program can export in .tga format.
The music and sounds are in .ogg format
The maps and all the game specifics (spawn points for players, spawns for weapons, vehicals etc... the triggers to open bridges, doors atc....) were placed via a special program that they delivered together with the game called UTeditor (UE).
Actually, when you were a beginner like me, you didnt need to learn another program, almost everything could be done in the UTeditor.

But thats only UT, so i dont know how they make the other games.
