I'm kind of new at Photoshop CS and I was wondering why when I try to go and apply one of the artistic filters or the glowing edges filter, the windows aren't resizable and I cannot see some of the slider bar section nor its number counters to tell what number you have the slider bar set on. Can somebody [B]PLEASE HELP ME with this problem or at least explain to me why this is happening???

What resolution are you running at right now? If its something small like 640x480 that would be your answer.

The Print Screen button (Located directly to the right of F12) will capture the screen to the clipboard, then open a new photoshop document and paste it in. Save it and let us see.
