First off open a new canvas. Mine is 1024x768, pick a background color you want to use, I used '142281' = blue background.

Step 2
Set your foreground color to white and take out the rectangular marquee tool.

Step 3
Layer > New Layer. Use the rectanglue marquee tool to make rectangles horizontally across your canvas, name that layer "Horizontal lines".

Step 4
Layer > Layer Style > Overlay, I set my Opacity to 11% but you can always change it to what you want.

Step 5
Make a new layer and name it 'Vertical lines'. Take out the Rectangular Marquee tool and and make vertical lines across your canvas like this.

Step 6
Layer > Layer Style > Overlay, I set my Opacity to 8% but you can always change it to what you want.

Step 7
Layer > New Layer name that layer 'Circles'. Take out the Elliptical Marquee Tool. Hold shift button when you are making the circles so they are perfectly round. Fill your cirlces with the color of your choice, I chose white again. While you have does lines running around your circle go to Select > Modify > Contract, I chose 18. Layer > Blending Options > Overlay, I set mine to 12.

Step 8
Layer > New Layer, call it Diagonal Lines. Take out the Polygonal Lasso tool and make diagonal lines on your canvas like this.

Step 9
Layer > Blending Options > Overlay >, I set my lines to 10.

Hopefully thats a good start for your backgrounds, this is what I came up with using that exact same background start.
