Using Dreamweaver to design ASP.NET pages

I'm using Dreamweaver to design the page layout for my website but I would like to code in VB.NET.

Having used Visual Studio .NET, ASPX pages have separate VB (codebehind) files whereas Dreamweaver doesn't appear to use them? Does the coding have to be written within the <head> section like in ASP coding?

Ideally I would like to do most of the layout and some basic plain text sections using Dreamweaver, so other users (non-programmers) can perform administration on some of the pages.

Are there any other developers out there who use a similar development environment to this? If so, can you please give some advice on how you operate between the two applications.
