Newbie Question

I made a navigator layout and I don't know how to make links over the navigator. What I mean is, I made the navigator using Photoshop and it is just one picture, how do you make the mouse go over and make a link.

Another question is should I use dreamweavers frame system or should I make a table, but I don't know how to make links go onto another table...

It sounds like you're using an image and you want sections of that image to be clicked. You could use an image map or you could slice the image up and make those slices clickable. Slicing can be done using Image Ready or Fireworks.

Frames aren't great. If you're new to websites, you can use tables to learn, then get into learning CSS.
