Website feedback please..

Now it's time to get annihiliated =)
I have only put a few hours into developing this website as renovation of my old one (http://www.bulverde.com/hco-old). I have put more time into the old website than any other site I've done.. learned a lot of stuff from doing it.. but I set the bar way to high for my experience level; so before even launching it, I started over to try and create a more simplistic website and with more saturated colors.
http://www.bulverde.com/hco is my new baby - started on it lastnight.
Before getting to far into developing the website, I have a few things to ask:
1) Some general feedback, things you don't care to much for on the site, possible compadibility issues, etc.
2) A secure login system without overdoing it. I am not looking for some supernatural security system for the Client Login Center.. just something a little stronger than a javascript popup password prompt; a ten yearold could get around that. It wouldn't be the end of the world if someone got around it; it would only include a way to make payments through paypal, a way to send comments to their designer, etc.
Is there a simple solution to this?
3) When the website is loading, you get a tile effect of the banner graphic. Is there anyway to fix this? It's not that big of an issue, but, it happens on most websites that I do and it is a little bit annoying, expecially when your on the phone with the client; "OMG WHATS WRONG WITH IT? OMG! OK IT STOPPED." =P
There is a ton of talent at this website.. if you guys have any other creative ideas or anything please pass them on to me.. I would like this site to be really nice.

1) get rid of the "click here to go back to the top." it's not a long website anyways as of now and it's pointless
2) design is good but looks very familiar. almost too familiar to a point where it feels like you've ripped it off a bit, try spicing it up a little to add a flavor of your own
3) the design is pretty much a box inside of a box. (may be being too picky here hehe)
other than that, great job and best of lucks.

First of all, every single thing on that website - everything - I created.. not sure if you were just telling me what it looks like, or if you were making an implication.. but just thought I should clarify that.well firstable, this is my personal oppinion:

On the Technical Support, Contact, and proposal pages of http://www.hillcountryonline.org, well, none of them will load in Internet Explore. Works fine in Mozilla. The only unique connection between all of those pages is that they all contain Frontpage built form application thingies.
