Does any one know were I can get rree web layouts or templates. That I can use for Freewebs.com also something you don't have to downlaod something you can cut and paste.

Something you can cut&paste? For that you want pure html templates. You will find some here :(

For other templates you can look at http://openwebdesign.org (also has some pure html templates) or http://zymic.com

The list is endless really :D
