Hi, i Have a Panasonic Lumiz FZ-20 camera with full manual controll over Shutter and Apature.

I have been trying to photo a waterfall near me on a long exposure to make the water look loke a blanket of silk, see example of it done right.....

However, when i turn mu shutter speed up too 3 seconds for instance, and my apature all the way down to let as little light in as possible, the image still gets saturated with light, how are pics like these taken? in very low light conditions?

Please help?

Could you show us some of the photos you have taken so we can see please?

The best advice I can really give you is the best time to try and shoot scene's like that are when its overcast. The main reason being having the sun blasting down and the shutter open for a long time the photos can get easily over exposed. Try to have the camera pointed away from where the light is comming from if possible and try not to get sky into it.

Apart from that make sure you use a tri pod and that the aperture is set to a high value, common mistake that people make. An aperture of 1 lets lots of light through and a higher number lets less light in.
