i created a psd and copy / pasted it... amazingly my comp managed to change the copied psd so its at 40 pixels an inch....
so can i do what i said in the title?
can i change pix/inch after creating the psd?

yes ! basically just go File > new change it to pixels ok.... then drag and drop (flatten the image) the image into the correctly sized file then resize the image to fit by going Edit > Transform > scale ! thats it!

Basicly, the pix/inch is not important, you can always change that in the file > image size; just make sure you uncheck the resample option.
As long as your resolution (i.e. ... pixels X ... pixels) stays the same, you can change your resolution, only thing that will change is the amount of inches when you print the file.
