Open a new document, any size as long as it's square.
Then choose two different colours which you would like to blend, I chose traditional black and red.
And using the gradient tool, drag your cursor from top the top left corner to the bottom right corner of the square.
When you've done that go to Filter>Distort>Wave and appy these settings:

And Finally, go to Filter>Filter Gallery>Halftone Pattern.

Size= 1
Contrast= 5
Pattern Type= Dot.
Click OK and you're done!

The most simple effect i have ever witnessed, and really nice outcome.

Marvalous tip.

You still have to make it tilable however after that, if you really want to use it as a pattern.
