Windows MovieMaker...

seriously, i use Sony Vegas. But unless you want something professional, Ulead does a good job. Similar to Windows MovieMaker actually.

I've just gotten into video editing (purely as a hobby) and have been using Adobe Premiere. It's a bit overwhelming at first, but there are so many tutorials available on the net that you soon pick it up.
One thing to remember though - if you plan on getting Adobe Premiere, the latest version (2.0) only works on processors with SSE2 (AMD XPs, Pentium 4s and anything newer really), so you may have to go for an earlier edition (i.e. 1.5) as I did.

P.s. My mate whos just completed a media degree suggests that the best suites are Adobe Premiere, or Avid Express for larger projects.

Adobe Premiere suits all needs you have, though it needs a bit of time to get into it.. but as soon as you understand it, there is no other software you want to use :)

I personally work with Premiere as also with Avid Express and the media composer family, but I still prefer Premiere at the end of the day
