The bloke in the green uses a threshhold method, try..
http://www.stealthdesignz.com/index2.php?p...p/1coloureffect
The vertical lines look like vertical scanlines (Just search them on homepage) overlayed in black or masked out from the image. However, the thickness of them varies.. which is why another method could be to make some lines (equally spaced out) - turn then on their side and use the wind filter a few times..
Pretty simple with a little thought

Begin with the following to start with:
1. take a picture
2. make sure the layer isnt locked
3. click on icon: add vector layer mask
4. with brush or pencil drax some lines in black
you will see the picture disappear wher you draw with black... that usually how they do it, only here they drew a sawtooth first (very thin, narrowed and stretched vertical)
now you see why we cant answer: you need to know the principal of masking, the rest is just your imagination.
