How ? I need 3 different different formatting technique to display the exceeds.

Also

Provide appropriate validations to control unrelated data being input to the columns,

Maximum 7% of Increment

dont understand the question, are you referring to the socalled "conditional formatting" ??

Just select all the cells and use conditional formatting to change the bg-color on all cells that contain a value greater than 50,000. Then you can go mess around with data validation (located in tools>data validation i believe) to see if you can get the rest sorted out (it's been a while since i've used excel, but that's ruffly what i would do).
