Dunno photoshop elements: is there a layer menu where it says somewhere: add mask r something.
Maybe thats why PS costs 20 times more

It seems that these are PS Elements limitations...

Hmmh, you may be able to do it a "cheep" way if you are looking for simmilar things that i did write a tutorial on.. By adding a new layer, do a Ctrl-alt-Shift-E command on that new layer to merge vissible leaving the other layers intact. Then adding a effect to the merged new layer and then simply use the erasor on that layer to take the effect down.

If yiu are still in search of that soundwave effect you could also make a new layer, (i havnt atempted this but i think it should work somewhat) using your "polydiagonal marque tool" (its under the lasso selection tool) make a long triangle standing up i the middle of your image(fill it and removbe the selection), go to filter<distort<sphereise and set it to negative(something value) i beleve this would make the triangle pointy like you see in the image. Now press ctrl-T with the triangle selected to bring up your free transform, tweek it untill it looks good. then coppy the triangle alot of times across the image borders. Do arrows along the bottom then copy them and flip them for the top, using the free transform tool. Crtl-J to copy a layer and its content, Ctrl-E to merge two layers together.

and if you are looking for the background soundwave you could probobly make something simmlar using your polydiagonal marque and ... i dont know if you have the median filter under noise. but if you do its good for smoothing out realy sharp silouetts.

Just dont hope this colides to much in elements. -.-
