The layout is not bad. It's a little too blue for my taste but thats just me. However your code does not have a doc. type. It's good practice to have the a <!DOCTYPE> tag as the 1st line of your code. It's not absolute MUST but it's just good html.

Also, on the topic of the code. If i'm not link the style sheet should be between the <head> and </head> tags.
You currently have it after the </head> tag. One last thing and I'm sorry to be picky but you have a <center> tag after the <head> tag which shouldn't be there.

Take a few min's to look over your code and you'll have a cleaner code. We all make these careless errors so by no means am I knocking you. Just pointing a few things out.

Overall it's not bad at all.

PS: if this is for a real clan you may want to add what IRC server the #clangamming channel is in the header to avoid confusion (example mirc:#clangamming on gamesurge servers) or something like that

Other than this, the layout is looking great!

I would definitely ditch the flash navigation and just use CSS rollovers. I mean, if you were gonna do more complicated button states than just a fade in lighter color, you should go with flash. But why not just use CSS? It may not give you the 2 second "fade" but it will give you almost the same effect with 1/2 the file size and plus, more people would be able to view it.

Well how else am I going to learn flash with out using it in my projects? It will be to the point where the whole banner+nav will be one whole flash file with effect loops going on the banner and have a more effective nav. Thanks for the comments though.

the new topics header should be made inline with the welcome header as the rest of them are and it just seems messy as is, other than that it looks ok.
