hello everybody:
I come form China,so please forgive me "poor English"

Now,I want to ask some questions about the "light effects" on this pictures!

will you tell me the method to make this,or tell me the link of tutorials. Thank you!

The image at the top looks like illustrator-ed calegraphic stroke vector lines that have been imported into Photoshop and there they have been duplicated and have had a glaussian blur added to them and coloured with the hue saturation/color balance tools. then they have brused the whole thing with a white scattered softbrush of different propotions they have later colored via blendingmodes and/or background gradients and/or the HueSat/ColorBlanace tools. And tweeked overall glowes and ofc cutout the soccer player and added a background somewhat matching shadows and glowcolours. Looks like realy time consuming work that requires proffesionalism to look decent in larger foramts to me. I dont have any tutorials on this though.

As for the lower one thats just simply all the way with a tablet and brushes.
