Okay folks, just want to get some feedback to see if something like the following can be done before I go any further.

Need a program that will do the following:

I need something that would create a , (for lack of a better word) flyer that will be put in a cue to be authed by an admin then sent to an opt in/opt out database of e-mail addresses. To create the flyer the end users will follow the following steps

Step 1
Select your state & local area they want to target.

Step 2
Select from 2, 3 or 4 layout designs.

Step 3
Enter thier info via a web form which will let them also upload images.

Step 4
Direct the user to where they'll be able to make payment.

Step 5
Once the payment is processed it will take the info from steps 2 and 3 and create a file and placed in cue where an admin can approve the info in the file and submit the file be e-mailed to everyone in the respective e-mail list.

This all has to part of one program if possible. So basically it's a from mail + shopping cart + e-mail list database and whatever else would be required to make this work.

I know it's all very confusing but I can give more info as requested by anyone. I also understand that this may cost some money to do. If I can get some good feed back I will post this in the "hire a desinger/programer" section. Please let me know if this is doable.

Oh yes its certainly doable, you will of course have to sort out how you want payment, i believe paypal have an API of sorts (i cant remember the correct name) but it allows payment via forms anyway.

Yeah, anyway its certainly doable. There are only a few boundaries when it comes to what certain web languages can do but this would be fine especially for an experienced coder.

Having pay-pal as the payment option is fine at this point. In time I would want to be able to have more than just pay-pal however. Unless my understanding of pay-pal isn't what it is. I don't want them to have to be limited to pay-pal. This is also the 1st step in a much much larger project.

Also I would assume that PHP isn't the programmng language of choice for something like this. asp .net from what I understand is much more suited.

I wouldn't at all say that asp is more suited to this than php. There is nothing here than to my knowledge can be done easier in either language. As php 'experts' are more common you will also get it done cheaper using php.

About being limited to paypal, im pretty sure you can pay via debit/credit etc if you used the paypal api IPN although never having used it i dont know. (i would be surprised if it didnt). Payment is something you would have to look more into anyway, but can be done.
